To open the full installation & configuration options:

1) Open the folder corresponding to the phpBB Version you're running
1) Open folder "3. Documentation"
2) Inside, find index.html
3) Double Click to open documentation

It may be necessary to Right Click > Open with > *web browser* to view the content.
